Yes.
How does the second alteration of the spell Summon the rock work?
The spell has a single target. The alteration grants it the property Remains active to the effect: at the beginning of its activation, the target of the spell and all the units within 5 strides of it suffer the slowed state. If the target of the spell never activates, nobody ever gets slowed.
Can a Tundra Marauders unit deploy using Scout and use its "Snow leopard tattoo" to place itself engaged with an enemy unit?
The ability "Snow leopard tatoo" allows the unit to place (10), when we add the base size it totals 12 strides.
A Scout unit must deploy so that "no enemy units within 12 strides have Line of Sight to it".
This means that if the unit deploys within the LoS of an enemy unit, this one must be more than 12 strides appart, so the Tundra Marauders won't be able to engage with the enemy.

No, their pasive ability "Orc scars" allows them to ignore 1[Herida] suffered during an attack.

No, for Scout units, deploying is considered a simple action, the one provided by "The Warg and the Crow". In the activation provided by the command ability the unit can deploy on the battlefield but will perform no further actions.
